51³Ô¹ÏÃâ·ÑApp and Butes Timber Traffic Management Plan (TTMP) arrangement to sustain timber haulage on vulnerable roads.

Timber Traffic Management Plan (TTMP): Voluntary arrangement to sustain timber haulage on vulnerable roads.

A series of TTMP’s for 51³Ô¹ÏÃâ·ÑApp & Bute have been developed through consultation between the 51³Ô¹ÏÃâ·ÑApp Timber Transport Group (ATTG) Project Officer and Assistant Network & Standards Manager for roads presently identified on the ARM as "severely restricted" initially, progressing to "consultation routes" as required thereafter.

NOTE:

Where a TTMP is identified through consultation as necessary but as yet not developed, the TTMP should be agreed by 51³Ô¹ÏÃâ·ÑApp & Bute Council, ATTG Project Officer and the applicants prior to submission of any forest plans or felling permissions to Scottish Forestry. The plans apply to all timber haulage on the route and may apply to multiple users; for example, where a daily limit of loaded passes has been agreed.   This will require a degree of liaison between parties when harvesting operations are likely to overlap.  TTMPs will include date, and names of the Project Office and Council Officer agreeing the plan.

Restrictions on number of roads includes not only timber haulage but other associated forestry operations, such as moving stone for forest roads. 

Control/Monitoring/Reviewing

The purpose of this local agreement is specifically to ensure that reasonable access is maintained for all parties in a sustainable fashion, in accordance with regional and national forest strategy.

It is vital that all parties are actively involved to ensure the agreement is fulfilled to assist in the monitoring of road conditions and reporting any changes as appropriate.  Where any disputes arise, the ATTG Project Officer will liaise between parties to facilitate any alterations or amendments to the agreement.
